Fire Extinguisher Regulations BS5306-0

UK fire extinguisher standards recommend that you should have a minimum of two ‘Class A’ extinguishers on every floor of the building.  

​

Class A fire extinguishers are those which put out wood or paper fires. Class A fire extinguishers meeting this regulation are available in a number of sizes and types depending on the premises and the risks.

​

BS 5306-3 does note “It is the duty of the responsible person to ensure that extinguishers are maintained regularly by a competent person. Portable fire extinguishers are regarded as “life safety equipment” and a planned system of maintenance is intended to ensure that the equipment is:

​

  • in an efficient working state (safe);

  • in working order (reliable);

  • in good repair (efficient);

  • suitable for the hazard (fit for purpose).”

Depending on the equipment in your business premises, you are likely to need other types of fire extinguisher.

 

The most common of these are CO2 extinguishers which are used to fight electrical fires.

 

UK fire extinguisher regulations specify: –   All premises with electrical equipment must have at least 2kg CO2 extinguishers
–   Where there is 415 volt rated equipment, then 5kg CO2 extinguishers are required

 

There are very few exceptions where you won’t need a CO2 extinguisher which is why it is very common to see these paired with foam or water extinguishers, thereby meeting UK fire extinguisher legal requirements.

Maintaining and servicing your fire extinguishers is undertaken by a qualified engineer who will carry out several checks to establish if everything is in working order. Typical maintenance included in an annual service consists of the following:

  • Carrying out a visual inspection.

  • Checking the extinguisher has not been used or tampered with.

  • Taking a pressure gauge reading.

  • Removing the discharge hose to check for blockages or corrosion.

  • Weigh and clean the extinguisher.

  • Ensure wall mountings are secure.

You need to have complete peace of mind that in an emergency your extinguisher will function in the right way at the right time – regular maintenance will help to ensure this.

British Standard BS5306-3: 2017 states that all types of fire extinguishers should undergo a basic service at least once a year, more frequently in high use, dirty, or potentially damaging environments, or if any damage is identified during the monthly visual inspection.

According to regulations, how often should I replace my current extinguishers?

BS5306 recommends that fire extinguishers (water, foam, powder and wet chemical) are replaced every five years and CO2 are replaced every ten years.

The British standard BS EN 50172:2004 specifies the minimum level of emergency lighting in the form of safety signs and escape routes that is permitted, together with the testing requirements of these kinds of emergency lights for different premises. By following these standards, you can guarantee that there will be sufficient emergency lights available in the case of power failure for any reason and this will enable a safe evacuation from any building or premises. The most important change to this standard is with regard to the testing and inspection of the emergency lights and the emergency light systems. Previously, testing had to be carried out on a daily, weekly or yearly basis, but the new requirements state that a bi annual test of emergency lighting and safety signs must also be carried out. This testing will make sure that the lights are undamaged and that their function is not disrupted by dust, dirt or any damage. This will enhance the long term safety of your building and ensure the safety of its occupants.

Access Control

Access control systems in the workplace enable operators to safely secure a building or area.

The design of the system takes into consideration various aspects e.g. the number of access points, the level of security required at each access point, when access is required, what controls are to be put in place, whether the access points are internal or external, whether video surveillance tools are required and if so where monitoring and control rooms are located.

Additionally access control systems can record an individual’s whereabouts within an area to allow a full manifest of persons in an area to be provided for accountability purposes should an emergency evacuation occur.

​

Electronic access control systems generally rely on credentials such as PINs, tokens (swipe cards, Proximity cards, and so on) or biometrics to control access.

Access points can be configured to permit all or a selected group of users into the secure area and these can also be configured to only allow access at certain times of the day. Other measures to prevent tailgating through the use of anti pass back can also be implemented to reduce the risk of unauthorised individuals accessing sensitive areas. Additionally CCTV surveillance can be integrated into the access control system to provide assurance that credentials are not being misused. 

NCP 109, the NSI Code of Practice for electronic access control systems, requires designers and installers to consider all these aspects during the design and risk assessment process.
